The “lot” is the interior (with windows and the hallway door part of the exterior uneditable space). Technically speaking, they’re basically terrain. The exterior parts of apartment buildings aren’t editable in Sims 4 (similar to if you lived in one IRL). Start playing as a landlord, and then buy the apartment building. Use the move option on your phone or computer, or use the ‘Edit Town’ option to move your Sim. Go to Master Controller> Add Sim for moving your Sims into a rental lot. The Sim must be standing next to the door, and they must not have any other actions in their queue. It is possible to rent an apartment with all of its furnishings by enabling testingcheatsenabled, shift+clicking on the door of the apartment you would like to rent, and selecting “Rent Furnished”.
